Portugal 2020 Projects
Portugal 2020 is a Partnership Agreement adopted by Portugal and the European Commission to foster the country’s economic, social, and territorial development between 2014 and 2020.
The programme includes the five European Structural and Investment Funds:
- European Regional Development Fund (ERDF);
- Cohesion Fund (CF);
- European Social Fund (ESF);
- European Agricultural Fund for Rural Development (EAFRD);
- European Maritime, Fisheries and Aquaculture Fund (EMFAF).
The Portugal 2020 scheduling and implementation is organised into four themed fields, where each one encompasses specific strategic areas for investment:
- Competitiveness and internationalisation;
- Social Inclusion and Emloyment;
- Human Capital.
- Sustainability and Efficiency in Using Resources.
Under this operational programme, the Secretariat-General of the Presidency of the Council of Ministers (SGPCM) receives financial assistance for three projects:
- PCM Service Portal;
- RIAD – Restructuring Information and Document Assessment;
- GEES – Strategic Management at State Level.
PCM / Single Contact Portal
The idea is to develop a simpler, more flexible, and scalable solution for the SGPCM service portal. At the same time, it intends to build capacities for workers and infrastructure for a more intensive technology-based service provision.y.

Aims at reformulating the SGPCM’’s information system throughout the entire life cycle of the documents, from their creation to determining their end use in order to ensure administrative streamlining and transparency.
