Projects Funded by the Recovery and Resilience Facility

The Recovery and Resilience Facility (RRF) is a plan within the national context to implement a series of reforms and investments to assist with economic and social development in Portugal up to 2026.

The RRF is centred around three major dimensions:

  • Resilience;
  • Green Transition;
  • Digital Transition.

The Secretariat-General of the Presidency of the Council of Ministers (SPCM) is included in this plan, in the dimension “Digital Transition” of the C19 Component – More Efficient Public Administration, benefitting from the funding programmes for traineeships and fostering remote working.

The main goal of this component is to optimise public service through process digitalisation and reducing associated costs, making the relationship between Public Administration (AP), citizens and companies simpler, more effective, and more efficient. This component therefore intends to boost Public Administration’s efficiency, modernisation, innovation, and capacity building in its economic and social setting.

The SGPCM is also the body charged with implementing reform TD-r35: Functional and organic reform of Public Administration.

Concentrate the Government offices in one single space, making the most of the efficiencies and synergies possible with this new paradigm and fostering modernisation and optimisation of the way in which Public Administration functions; Centralise joint and shared services and make the interactions between government areas and their services more flexible; Fostering specialisation within the critical functions to assist governance.
